An advance authorisation is issued to allow duty free import of inputs, which are physically incorporated in export product.

Advance Authorisation

Bond / BG

 
With Customs at port of registration,
 
Bond = Custom Duty + 15% Interest for 3 years
 
With RLA for Domestic sourcing,
   
No BG For
Status Holders,
PSUs,
For those with exports in previous two years with min. Rs.1 Cr. exports in the previous year,
Those who have paid > Rs.1 crore excise duty in the preceding year,
Export Turnover of more than Rs. 5 Crs..

For LUT Execution

15% BG for manufacturers (Companies only), if
 
Exporting for last 3 years
 
Exporting in any of the last three years and registered with C.Ex. Or Sales Tax
 
Not exported in last three years but
   
Registered with C.Ex. And paid Excise Duty
   
Registered with Sales Tax and paid Sales Tax
   
Min. investment in P & M - Rs. 50 lacs.
15% BG for AEZ exporters and service providers > Rs. 5 cr.
100% BG for (other than exempted categories)
 
Merchant Exporters less than 5 crores
 
All types of Proprietorship or Partnership firms
 
Service Providers less than specified limit
No BG, if EO fulfilled before imports.
   
Domestic Sourcing - ARO
Application shall specify :
 
Name, description and quantity of items,
 
Individual value of items to be procured
 
Furnish LUT/BG if necessary
May be issued along with Advance Authorization / DFIA
Validity shall be co-terminus with validity of Advance Licence / DFIA

An ARO issued for procurement of an individual item shall be valid for procurement form one or more indigenous sources

No ARO for Procurement from SEZ / EOU bond office to debit license
   
Domestic Sourcing - Back to Back Inland Letter of Credit  (L/C)

Individual value of items to be procured
 
After Furnishing LUT/BG to RLA
Authorization shall be invalidated by bank for direct import
Original retained by bank for negotiation and non-negotiation copy of L/C given to indigenous supplies
   
FOR INTERMEDIATE SUPPLIES
Tie up agreement with exporter holding an Advance Authorization or DFIA
Original Advance License holder to apply to licensing authority stating
 
Name, description and quantity of items to be procured
 
Individual value of items to be procured
 
Name of supplier manufacturer
License to be invalidated by RLA for direct imports
Authorization holder has an option either to supply intermediate product to holder of Advance Authorization DFIA or to export (Physical/ deemed directly)
